Who's Who in JCI?

Meet Jeff Schiltz

 

 

 

 

 

 

 

 

 



This is the JCI profile of Jeff Schiltz presented to the Duluth School Board in hopes that the Board would hire JCI to design the LTFP (Long Term Facilities Plan). 

Art Johnston has already noted that the Acronyms listed by JCI are in many cases fraudulent or dubious. This is what he had to say about Mr. Schiltz's qualifications:

"JCI's front engineer, Jeff Schiltz, is not a licensed Professional Engineer in Minnesota.  Nor is Michael David who appeared to be JCI's principal engineer in compiling the Long Range Facilities Plan. Technically, Schiltz and David's appearance on the JCI design team may not be a violation of MN Statue Chapter 326, but they used the initials "ME" which has no professional qualification or  meaning, but is misleading to the lay public. . .."

Harry Welty was particularly interested in JCI's claim that Jeff is an "active member" of the long list of educational organizations because he was a member of one of them for the eight years he served on the School Board. The MSBA is the Minnesota School Board Association and the only way one can become a member is by serving on a Minnesota School Board that pays dues to the Association. Jeff has almost certainly set up and manned a vender booth each year at the State Conference but he does so as a salesman not a member of the organization. Also he is apparently a member of MASA. This is the Minnesota Association of School Administrators. If so he is a "business partner" not a true member. If he is a member of  MASBO the Minnesota Association of School Business Officers it is as an "associate."  The same can be said for MASMS the association of school management professionals. Jeff is a salesman for JCI and thus little more than an exhibitor at the conferences of these organizations.

One things stands out on this resume. In 14 years of work for JCI Jeff has had a hand in $40 million dollars worth of building projects. That's just under $3 million a year. With this single sale the Red Plan has added $293 million to Jeff's track record in a single year. He's cooking!

Here's an anecdote about Jeff which helps demonstrates his personal commitment to the Duluth Schools aside for the big bucks its Red Plan will earn for him:

Early this year a pastor in a Morgan Park church organized a neighborhood meeting with Superintendent Dixon and JCI to answer questions about the Red Plan. Morgan Park is about to lose its only school, Morgan Park Junior High.

Someone in the audience asked Jeff where his children went to school. Jeff explained that although he was a Duluth resident he and his wife had originally sent their children to the Hermantown schools. He then explained that they had recently enrolled his children in Duluth's parochial schools.
